Meta is changing three things at once on 1 October 2026 for UAE businesses on the WhatsApp Business Platform. This page explains each change in plain language, quotes every rate in AED, and shows the bill impact for a clinic, a retailer and an F&B business.

What is a WhatsApp service message?

The 1 October 2026 change is easier to price once you know which of the four WhatsApp message types is being repriced. Only one type, service, is a free-form reply. The other three are pre-approved templates you push out.

Definition

A service message is your business's free-form reply to a customer who messaged you first. It is not a template, it does not need Meta pre-approval, and it must land inside the 24-hour customer service window that opens on the customer's last inbound message. Both a human agent and a chatbot can send a service message.

Analogy: a customer walks into your shop and asks a question. Everything you say back while they are in the shop is a service message. Once they leave and 24 hours pass, you can only reach out again with a Meta-approved template.

The 1 October 2026 update

Three changes, one day

Meta is rebuilding how it charges for the WhatsApp Business Platform in the UAE, and all three moves land on 1 October 2026. Each affects a different type of message and a different type of business.

1 Service messages

Free tier drops from unlimited to 1,000 per phone per month

Every business phone number keeps 1,000 free service messages each calendar month. From message 1,001, Meta bills each delivered service message at the local utility rate. The allowance resets on the first of every month and does not roll over.

2 Utility templates

No longer free inside the customer service window

AED 0.0576 whether the window is open or closed

Utility templates such as order updates, appointment reminders and delivery notifications lose the free-inside-window treatment introduced in July 2025. Each delivered utility template is billed at the UAE utility rate from 1 October 2026, in or out of the service window.

3 UAE marketing rate

Up 15.45% for every delivered marketing template

AED 0.2115 up from AED 0.1832

The UAE marketing rate rises to approximately AED 0.2115 per delivered marketing template, up from AED 0.1832. This is one of the largest UAE-market increases in a year and lands the same day as the service and utility changes. What stays free after 1 October 2026

Four significant free lanes are unchanged by the update. Planning around these lanes is often the difference between an invoice that jumps 20% and one that stays close to today's cost.

Conversations opened from a Click-to-WhatsApp ad or Facebook Page CTA remain free for 72 hours across marketing, utility, authentication and service. Meta calls this the Free-Entry-Point exception.

Every business phone number receives 1,000 free service messages each calendar month. Automation that resolves questions in one exchange keeps most operations inside the free tier.

The payment method hard cutoff

Every active WhatsApp Business Account must have a valid payment method by 30 September 2026, or outbound delivery halts on 1 October. Confirm this today.

What happens without a payment method on 1 October

Meta continues to deliver the first 1,000 service messages per phone number for the month at no charge. From message 1,001 on that number, delivery stops until a valid payment method is added. Marketing, utility and authentication template sends require a valid payment method to complete delivery. Without one, template delivery halts across the account. This is a hard cutoff, not a throttle.

What to check now: confirm the payment method attached to every tenant WABA is current, has capacity, and reflects your operating currency. If your BSP handles billing, confirm the credit line remains funded.

Reduce the impact

Four levers to pull before 1 October

All four are worth pulling. Prioritise in the order below, sorted by ratio of impact to effort. A UAE business that runs all four moves before 1 October typically absorbs the increase without a headline invoice shock.

  1. Automate to close conversations inside the 1,000 free service messages

    Highest-leverage move. If most customer questions resolve in one automation-handled exchange per number, you stay inside the free service allowance and pay nothing at the Meta layer for service traffic.   2. Confirm a valid payment method on every tenant WABA

    Do this before 30 September 2026. Missing payment method is the fastest way to lose all outbound delivery on 1 October. Verify the payment method on each Meta Business Account is current, has capacity, and reflects your operating currency.

  3. Migrate to AED billing

    Meta added AED as a WhatsApp Business Platform billing currency on 1 April 2026. Accounts still invoiced in a non-AED currency carry a 2 to 5 percent foreign-exchange surcharge inside the message rate. Switching to AED invoicing removes that surcharge.   4. Shift acquisition weight toward Click-to-WhatsApp ads

    Free-Entry-Point conversations from Click-to-WhatsApp remain free for 72 hours across all four categories. That is the largest structural free lane after 1 October. What is a WhatsApp service message?

Which WhatsApp conversations stay free after 1 October 2026?
